Proposed Fee Increase: Boilers & Pressure Vessels Certificate of Inspection

Introduction

TSSA is proposing to implement an increase to the fees for Boiler and Pressure Vessel (BPV) Certificates of Inspection (COI) and is seeking feedback about this proposed change. 

The fees collected from the BPV COI program do not cover the costs of administering the program.

Proposed BPV COI Fees

To eliminate the projected deficit and achieve cost recovery, the fees have been recalculated using an up-to-date BPV inventory count.

TSSA recommends implementing the proposed fees on January 2, 2026.

The above includes a proposal to increase the fees for COIs on first installations and alterations. All newly installed and altered BPV devices require a TSSA inspection. A COI is issued after the inspection is passed.

Background

In 2018, TSSA started introducing gradual fee increases across all sectors it regulates, after many years of no fee increases at all. TSSA has kept fee increases below the cumulative rate of inflation and all sectors that TSSA oversees are at cost recovery with exception of the BPV COI program.

This situation creates a fairness gap. As a not-for-profit regulator, TSSA is expected to ensure that the sectors it regulates pays the appropriate fees to cover the costs of safety oversight.

One of TSSA’s responsibilities under the Memorandum of Understanding (MOU) with the Ministry of Public Business and Service Delivery and Procurement (MPBSDP) is to ensure there are adequate financial resources to deliver on TSSA’s safety mandate and comply with the Technical Standards and Safety Act, 2000 (“the Act”). The MOU requires that fees established under the Act recover all direct and indirect program costs. Further, Ontario’s Auditor General found in 2018 that TSSA was not adequately meeting this obligation.

The Boiler and Pressure Vessel Certificate of Inspection (BPV COI) fees were introduced in July 2018 in response to the recommendation from the BPV industry panel. Approximately six years after implementation the BPV COI fees have not achieved cost recovery for the program. TSSA has continued to make improvements to the BPV COI process, the BPV COI portal and to the safety oversight of boilers and pressure vessels. TSSA has also worked with organizations over the last year to get devices that were operating without a Certificate of Inspection authorized.

TSSA-regulated clients will be notified 60 days in advance of a new fee.
